Get the language of the host computer's locale using 
I18N_LOCALE_MANAGER from EiffelStudio's i18n library. Because this 
library is not yet part of the standard EiffelStudio installation, get 
it as a Subversion external. This has been tested on only one Windows 
computer, so I can't confirm that it works on other operating systems, 
but on that computer it returns "en" as expected.
