Correct an existing error in conformance of tool to ADL 1.4 standard - 
type names in dADL, including dADL sections in cADL now parse with (). 
The form with missing parentheses still parses. When serialising, 
parentheses are added. We may need to control this more closely to 
manage legacy archetypes.

Also move the duration constraint code in cadl_validator.y out of the 
dADL inserted section to the cADL section.
