Last revision's reversion somehow fixed the build on the CruiseControl 
server. I'm now reapplying most of the changes originally made in 
revision 670; in order to isolate the exact problem, I'm omitting the 
changes that affected the NSI installer, because experiments yesterday 
indicated this is where the problem lies.
