The CruiseControl server is still complaining, "'ascii' codec can't 
decode byte 0x92 in position 139: ordinal not in range(128)", so I'm 
reverting the change where it started failing. This will prove 
conclusively whether the problem is on the server or not, because it 
built this without problem a week ago!
