Still trying to fix the build on the CruiseControl server. I'm
reverting the SConstruct to its normal state, because this looks very
much like some kind of corruption on the CruiseControl server.

- Prev by Date: [ref_impl_eiffel] [677] The CruiseControl server is still complaining, "'ascii' codec can't decode byte 0x92 in position 139: ordinal not in range(128)", and last revision's print statements show it's happening at the point where it should be building the installer, so I'm removing that action to try to debug this.
